The State Water Resources Control Board, Los Angeles Region, has an opening for a Senior Environmental Scientist (Supervisory) in the TMDL and Water Resiliency Unit. The position is located at 320 W. 4 th St, Suite 200, Los Angeles, CA 90013, right in the heart of downtown, next to a subway rail station and other public transportation.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Strong knowledge or professional work experience in environmental science, in particular water quality, geochemistry, hydrological modeling, and/or watershed science.
2. Knowledge or experience in federal and state water quality regulations.
3. Experience with the Total Maximum Daily Load (TMDL), Basin Planning and/or Municipal Separate Storm Sewer System (MS4) Program.
4. Demonstrated experience in managing environmental projects from inception to completion, including planning, organizing, and implementing projects and meeting deadlines.
5. Leadership and/or supervisory experience.
6. Experience writing or editing regulatory or scientific documents.
7. Strong communication skills with the ability to make effective presentations to management, the State and Regional Water Boards, and the public.
8. Experience conducting public meetings and/or outreach campaigns.
9. Ability to work effectively with a wide array of agency representatives and internal /external stakeholders.
10. Proficiency in using environmental modeling and analysis software, Geographic Information Systems (GIS), and other relevant technical tools.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial size 12 pt. font, and normal margins . Answer all of the following questions, provide examples, and information about months of experience:

1. Describe your knowledge and/or experience with the Total Maximum Daily Load (TMDL), Basin Planning Program and/or Municipal Separate Storm Sewer System (MS4) Program.
2. Describe your practical understanding and experience with water quality control laws and regulations, including relevant federal, state, and local requirements, and how you have applied them in your work.
3. Describe your knowledge or professional work experience related to environmental science, in particular water quality, geochemistry, hydrological modeling, and/or watershed science.
4. Describe your experience managing environmental projects from start to finish, including  planning, organizing, and implementing projects and meeting deadlines.
5. Describe your experience supervising or leading the work of individuals or a team.
6. Provide examples of your ability to communicate effectively both orally and in writing, including your experience in making presentations and leading meetings and workshops.
7. Describe your experience working with federal, state, and local agencies, as well as engaging with the regulated communities and the public.
