Essential Functions

  • Under administrative direction serves as the Information Technology (IT) Projects Manager for the Department of Innovation & Technology (DoIT) supporting the Department of Labor organizing, planning, executing, controlling and evaluating project management functions for IT Application projects.
  • Coordinates, reviews and controls complex application development and installation for the agency.
  • Serves as working supervisor.
  • Serves as liaison to the Department of Labor, monitoring long-range and annual IT plans to ensure alignment with agency resource needs and priorities.
  • Collaborates with DoIT’s Office of Learning and Employee Development to assist with the planning, development, and coordination of comprehensive training events, conferences, and related development programs for staff in regard to privacy training and awareness programs.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires   knowledge, skill, and mental development equivalent to successful completion of four (4) years of college with coursework in management information systems, data processing or telecommunications or directly related field.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.

Specialized Skills

  • Requires three (3) years of professional experience leading large-scape enterprise IT application development projects using methodologies such as Agile, Portfolio Management, IT Governance, or SDLC, with demonstrated responsibility for managing scope, schedules, budgets, resources, risks, and stakeholder communications.
  • Requires three (3) years of professional experience utilizing project management tools such as Azure DevOps, MS Project, MS SharePoint, and MS Visio to develop schedules, monitor progress, and manage resources.
  • Requires three (3) years of professional experience documenting business processes, workflows, and technical procedures for IT systems.

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience leading large-scape enterprise IT application development projects using methodologies such as Agile, Portfolio Management, IT Governance, or SDLC, with demonstrated responsibility for managing scope, schedules, budgets, resources, risks, and stakeholder communications.
  • Three (3) years of professional experience utilizing project management tools such as Azure DevOps, MS Project, MS SharePoint, and MS Visio to develop schedules, monitor progress, and manage resources.
  • Three (3) years of professional experience documenting business processes, workflows, and technical procedures for IT systems.
  • Three (3) years of professional experience developing, monitoring, and analyzing operational performance metrics for IT systems and services, including within a Program Management Office (PMO) environment.
  • Three (3) years of professional experience working with executive leadership to evaluate IT requirements, develop plans, and align technology initiatives with organizational goals.
  • Three (3) years of professional experience supervising IT teams, including assigning work, monitoring performance, and conducting evaluations.
  • Extensive knowledge of applying generative AI or advanced automation technologies to improve business processes or system performance.
  • Ability to communicate complex technical information clearly and effectively, and to build and maintain collaborative working relationships with stakeholders, including associates, vendors, and clients.
  • Ability to manage competing priorities and deadlines across multiple complex IT projects.
  • Certification as a Project Management Professional (PMP) or equivalent project management certification.
