We are hiring a Property Management Division Manager (Public Service Administrator Opt. 1) for our Property Management Division located in Springfield, Illinois. This position serves as the division manager and is responsible for planning, developing, and implementing strategic long-term planning for the Property Control/Fleet Management, Security, Telecom, Badging, and Space Planning sections, including our Chicago Headquarters and Northern Offices. This role also serves as the Capital Project Planner for the Department of Revenue. Essential Functions

• Subject to management approval, plans and directs the activities of the Property Management Division staff.
• Serves as the primary liaison for various entities relative to building repair projects, vending services, security equipment needs, Uninterrupted Power Supply (UPS) maintenance, fire sprinkler/alarm and suppression systems maintenance, landscaping projects, Secretary of State (SOS) projects, etc.
• Serves as the Capital Project Planner for IDOR.
• Serves as a full line supervisor.
• Serves on, or delegates to a subordinate manager, representation on IDOR’s Cafeteria Management Advisory Committee, Daycare Management Advisory Committee, and chairs IDOR’s Sustainability Committee.
• Compiles, prepares and presents regular status reports to top level management relating to progress, schedules, quality of material, headcount, budget constraints and operations, etc.
• Conducts a variety of special projects, e.g., surveys of employee’s functional relationships and office needs necessary to guide office designs, special space management studies as requested by management staff, identify changes in space use, worker population and IDOR equipment, research relative to space utilization in IDOR facilities, etc.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
• Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization in a property management or building security management role.

Preferred Qualifications

• Five (5) years of experience overseeing and managing building and grounds, and/or capital development projects.
• Three (3) years of experience working with Hirsch or similar security systems and its functional components.
• Three (3) years of experience using Computer Aided Drafting (CAD) or similar space planning software.
• Three (3) years of experience in the administration of general construction practices, including working with architects and engineers, project managers, project design construction, and state and local building codes.
• Five (5) years of experience estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.
• Three (3) years of supervisory experience, to include working with staff utilization, labor, and employee motivation.
• Three (3) years of experience developing, implementing, and interpreting new and revised methods, policies, procedures, and performance standards.
• Intermediate proficiency using Microsoft Excel or similar spreadsheet software.

Conditions of Employment

• Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
• Requires the ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
• Overtime is a condition of employment, and you may be requested or required to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24 hour ‘on call’ capacity.
• Requires the ability to attend seminars, conferences, and training to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
• Requires ability to use and secure a State issued mobile device, e.g. cellular phone, laptop computer, tablet, etc.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
