Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Chief of the Division of Epidemiologic Studies. Responsible for and has authority on planning, organizing, and formulating statewide policy for the Division designed to give administrative and professional direction to this multi-disciplinary scientific-research oriented Division. Responsible for control and execution of the Health and Hazardous Substance Registry. Supervises subordinate staff through lower level management.

Essential Functions

  • Plans, develops, evaluates and executes the Division of Epidemiologic Studies and the Health and Hazardous Substances Registry.
  • Serves as full-line supervisor.
  • Plans, edits, reviews and verifies articles for scientific publication including in the Illinois Morbidity and Mortality bulletin (IMMB).
  • Coordinates and integrates on Registry operations and resulting research projects with representatives of other state agency director represented in the Health and Hazardous Substances Coordinating Council representatives of federal scientific, research and regulatory agencies, and scientific organizations academic institutions and voluntary organizations.
  • Makes scientific presentations to the advisory committees of the Registry- the Health and Hazardous Substances Coordinating Council on the Advisory Board of Cancer control.
  • Directs, initiates and manages epidemiological research studies using the Registry data bases and related information from other sources.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the area of cancer epidemiology or other chronic disease epidemiology or perinatal epi.

Preferred Qualifications

  • A Doctorate degree in epidemiology or related science or a medical degree with an MPH in epidemiology or perinatal epidemiology.
  • Four (4) years experience managing research programs, disease registries or public health surveillance systems.
  • Four (4) years experience developing and managing a major agency program, including supervision of professional, technical and clerical staff.
  • Four (4) years experience developing, implementing and interpreting departmental policies and procedures.
  • Four (4) years experience analyzing administrative programs and adopting an effective course of action.
  • Four (4) years experience developing, installing and evaluating new and revised methods, procedures and performance standards.
  • Four (4) years experience estimating a budget for future needs and cost of personnel, space, equipment, supplies and service.
  • Four (4) years experience providing written and oral communication.
