Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.

Duties

The Data Analyst 4 duties in the office of Strategic Planning and Innovation will include but are not limited to the following:

  • Manage the Office of Data Analytics and Strategic Planning within Strategic Planning and Innovation.
  • Oversee staff in development and execution of data analytics solutions for the agency, including the development of data dashboards for executives.
  • Direct staff in the evaluation of current approaches and establishment of standards and metrics.
  • Oversee staff in the identification and testing of system changes that will impact data analysis capabilities.
  • Manage staff in the development of reports for department executives and the Governor’s staff.
  • Collaborate with program administrators in the completion of agency wide reports.
  • Manage staff in the preparation of data for internal and external requests.
  • Oversee staff in the development of the DCS strategic plan and monitoring associated metrics.
  • Provide advice and consultation to agency management on program operations.
  • Manage staff in the identification of new training needed by the agency.
  • Manage staff in training development and delivery.
  • Supervise Data Analyst 3, Training Specialist 2 and Business Systems Analyst

Non-competitive Minimum Qualifications

Minimum Qualifications

Non-competitive: eleven years of experience* in data visualization, and statistical models and data mining tools. Two years of the experience must have been at a managerial level.

  • Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

The ideal candidate will possess the following competencies:

  • Strong analytical and problem-solving skills
  • Strong oral and written communication skills
  • Demonstrated success in creating successful new organizations
  • Successful change management and business process reengineering experience

  • Partners with State agencies to offer workforce recruitment and placement services, including developing minimum qualifications, classifying positions, developing civil service examinations, and administering performance assessment tests.
  • Administers the New York State Health Insurance Program ( one of the largest public employer health insurance programs in the nation, serving more than 1.2 million lives.
  • Assists municipal agencies with civil service administration of more than 360,000 local government employees.
  • Oversees the Governor's Program to Hire Individuals and Veterans with Disabilities ( to place individuals with disabilities in State jobs and the New New York Leaders Initiative Student Intern Program. (
