DUTY 1 - Serves as crewmember, to include Pilot-in-Command, on operational missions in multi-engine turbine
aircraft both domestically and overseas.
DUTY 2 - Serves as a flight and ground instructor in various fixed-wing aircraft.
DUTY 3 - On a rotational basis - or as directed and assigned by the unit commander - performs duty as unit Safety representative and Intelligence Operations Security representative, and performs other operations support office functions/duties with little or no supervision.
DUTY 4 - On a rotational basis or as directed and assigned by the unit commander, incumbent serves as the unit's Government Flight Representative (GFR) and Government Ground Representative (GGR) to assure contractor compliance with federal and defense acquisition regulations and other specific clauses cited in performance contracts.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.
Certification: A current Commercial Pilot Certificate or the appropriate military rating and must have the FAA Flight Instructor Certificate or the military equivalent rating. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable.
Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility.
Requirements: Total of at least 1500 Total Flight Hours; 250 Pilot-In-Command Hours; 75 Night Flying Hours; 100 Flying Hours in the past 12 months. 500 Multi-engine Airplane, 500 heavy Helicopter, 75 Instrument and 500 Instructor Time. Instructor time is related to the nature of the instruction work and the category of aircraft operated (i.e., airplane or helicopter) of the position to be filled. NOTE: You must submit proof of Flight Hours.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: I have a current Commercial Pilot Certificate or the appropriate military rating. Additionally, I have the FAA Flight Instructor Certificate or the military equivalent rating. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate AND I have at least 17500 Total Flight Hours; 1150 Pilot-In-Command Hours; 75 Night Flying Hours; 500 flight hours of Instructor time and at least 100 Flying Hours in the past 12 months AND, my Instructor time was related to the nature of the instruction work and the category of aircraft operated (i.e., airplane or helicopter) of the position to be filled. NOTE: You must submit proof of Flight Hours. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced military flight operations, procedures and maneuvers to ensure operational success and security of the special access program while conducting training or operational missions; knowledge of the practices, policies and procedures pertaining to the functions and administrative activities of contract administration.
2. Knowledge of developing and implementing unit-wide policies, standards, and procedures for the management of all aspects of aircraft and flight operations to ensure resources and program are properly protected; must have knowledge of all aspects of intelligence procedures, signature reduction plans and operational security for worldwide air mission requirements, including fixed-wing, ground refueling and navigation for sensitive air asset employment operations.
3. Thorough knowledge of USAF, Federal Aviation Administration, Federal Acquisition regulations, and International Civil Aviation Organization regulations, terminology, and procedures, to include air traffic control procedures applicable in foreign countries. Incumbent must analyze, evaluate and interpret current regulatory requirements and changes to ensure unit is compliant with aforementioned guidance.
4. Expert knowledge of Air Force and civilian occupational safety policies and requirements to include health and flying safety principles, practices, regulations, operational directives, methodologies, and objectives sufficient to implement Risk Management/Risk Mitigation procedures relating to special operations flight and ground operations. The position requires solid understanding of military, civilian and foreign mishap investigation processes and pre-mishap planning.
5. Ability to plan, direct, coordinate, research, gather data, assemble and analyze facts, draw conclusions, organize ideas, work with others at various levels of command, and supervise working groups in order to devise solutions to problems and accept and implement recommendations; ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships.
6. Leadership ability, including the ability to coach, mentor, and challenge others, ability to adapt leadership style to a variety of situations, and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
